The annual spring meeting of the USA Softball SD Women’s Slowpitch Association was held at the Ramkota Hotel in Pierre, SD on January 26, 2019 at 1:00 pm. Stacie Morell, Deputy Commissioner, called the meeting to order.
Present were representatives from Aberdeen, Brookings, Huron-Miller, Mitchell, Northern Hills, Pierre, Sioux Falls and Watertown. Also attending the meeting was Rich Skorheim, Amber Lonas, Jessica Kudrna, Kelly Johnson, Justin Amundson and John Knodel.
Minutes of the 2018 spring meeting and the 2018 financial report were approved as written.
AREA COMMISSIONER REPORTS:
Dawn Lemer, Aberdeen AC: reported 23 teams playing on 2 nights with a $700 fee, increased from $650.
Jenn Dunn, Brookings AC: 10 teams in 2 divisions playing on 1 night on 5 diamonds with a fee of $700.00. Brookings is hosting a state tournament July 27 & 28 with divisions 1, 4, 5.
Helen Thiry-Chmela, Chamberlain AC: Absent but reported they have 5 teams in 1 division playing on 2 diamonds with lights. They pay a $30.00 per person player fee. Helen retired from being an AC. Thanks for all your years of hard work!
Marie Fawcett, Huron-Miller AC: talked about how to get a league going again in the Huron area.
Kathy Axsom, Mitchell AC: 17 teams in 2 divisions playing double headers on 8 diamonds. Their sponsor fee is $750.00. Mitchell is hosting the state 35 & over on July 13.
Keith Morell, Northern Hills AC: 10 teams in 1 division playing on 3 diamonds in Spearfish with a $500.00 sponsor fee and a $50.00 player fee after 20 players. There are 8 teams playing in 1 division on 2 diamonds in Sturgis with a $450.00 fee and a $30.00 player fee between 16 to 20 players.
Sheri Lappe, Pierre AC: 16 teams in 3 divisions playing double headers on 4 diamonds. They pay a $750 sponsor fee. Pierre has a state tournament July 20 & 21 for divisions 2, 3, 4, 5.
Maria Jackson, Rapid City AC: Absent but reported 37 teams in 4 divisions playing double headers on 8 diamonds 3 nights a week. They have a $1400 sponsor fee. They also have the Season Opener Tournament May 11, Breast Cancer Tournament June 1, All-Nighter Tournament June 7 and the King of the Hills Tournament July 13 & 14.
Becky Krueger, Sioux Falls AC: 33 teams playing double headers in 5 divisions playing 3 nights. There is also 14 teams playing fall ball playing 5 weeks of double headers on 4 field. Sioux Falls will be hosting Spring Classic Tournament May 18 & 19, they will try to have a lower women’s division this year if they can get at least 8 teams signed up for it.
Cindy McMillan, Watertown AC: 20 teams with 7 teams in the upper and 13 in the lower, one night with two divisions.
GENERAL DISCUSSION AND OLD BUSINESS:
The deadline for registering your teams is June 15, 2019 and is due to State Commissioner Young with a $45 sanction fee per team. If you have not sanctioned your team by June 15th or a player is not on your sanctioned league roster by June 30, 2019, your team or that player WILL NOT BE ELIGIBLE to play in state tournament.
Reminder to everyone that your state tournament affidavit is due in my hands by the respective deadline in July. Therefore, you must get it to your area commissioner by their deadline so that it can be approved and then sent on to me. Once an entry fee has been sent in, it is not possible to refund the same for lack of players. The entry fee will be $250 this year for all divisions. 35 & over teams entry is $250 which includes the $45.00 sanctioning fee, deadline is July 6 for 35 and Over.
All tournaments must be sanctioned! Sanction forms are available on the website or from Commissioner Young. A sanction fee of $3 per team is due to Commissioner Gary Young at least 30 days prior to the anticipated tournament date. Please send a copy of your tournament flyer along with the fee.
Players playing on more than one team must play the state tournament with the highest classified team.
The pickup player rule is in effect for our state tournaments (except 35 & over). You can pick-up up to 3 players for the state tournament from your division of play or lower from a sanctioned team in South Dakota regardless of how many players on your roster. Forms must be handed in to your area commissioner by JULY 17th to be eligible for state tournament.
A team may pick up to 3 youth players from a USA Softball South Dakota registered youth team in their town. In order to do so, the team must play division 3 or higher in the state tournament since youth teams cannot play lower than division 3 state tournament. Pick-up players must wear the uniforms OF THEIR OWN TEAM and have supplied the proper pick-up player forms prior to July 17, 2018 to your area commissioner, or to Stacie Morell.
A youth player may play on both a youth and adult registered team in the same season, however, if the youth TEAM is advancing onto Regional or National Championship play, they are not allowed to play in the Adult State Women’s Tournament. If the youth player is not able to attend the Regional or National Championship Tournament with her youth team, for whatever reason, the player will not be able to compete in the Adult Women’s State Tournament, even though she has participated with the adult team throughout the season. No exceptions will be made. A youth player whose youth team is NOT advancing on to championship play (Regional or National) may play as a pickup player.
The first place team from a division must move up for three years, second place team must move up for two years and the third place team must move up for one year. Four or more returning players constitute the same team. Dropping down will not be automatic and will be looked at on a team by team basis.
If a state tournament has 8 or less teams in it, only the top two teams will move up the next year.
If there are 6 or fewer teams signed up for a state tournament division, that division may be cancelled and those teams will have the choice to move up to the next division to play or receive a refund.
Teams can purchase insurance for their team at $15.00 per player. There is a $500.00 deductible with this insurance. Please contact Gary Young if interested in purchasing it.
We will be dropping division 6 from the state tournament in 2019 due to the declining number of team participating in the state tournament. There will be one division 1, 2 and 3 tournament and two division 4 and 5 tournaments. With this change, remember every team will be going up at least one division, the winners from 2018 and possibly 2017 might have to jump two divisions. Your AC’s will have information regarding placing for the 2019 state tournaments.
We voted to only trophy three teams. The first place team from a division must move up for three years, second place team must move up for two years and the third place team must move up for one year. It was also voted to change the All Tournament Team to 4 players from 1st place team, 3 from 2nd place team, 2 from 3rd place team and 1 from 4th place team.
We approved that teams can play in two state tournaments. If they play one weekend, they have the choice to move to a higher division and play the next tournament. They must move up at least one division and the original rostered players must play in the second tournament. If the team happens to place in the higher division, that placement will determine their state tournament placement the next year.
If a youth team chooses to participate in a women’s state tournament, the lowest division they can play in is division 3.
We are planning on having an open tournament along with the men’s open and D state in Pierre on August 17 and 18. In the open tournament, a team can be formed from any players in the state.
We discussed being able to sign up for state tournament’s online. USA Softball of South Dakota is looking at a new website and we will wait to see if this change is made and how the online submission is on the new website before we make this change.
